To have neighbors you must have the game in the computer version of the game installed in Facebook.
This can be done on most mobiles by requesting the Desktop version of the Facebook site.
Start a new level 1 game in facebook computer version (if you do not login with FB details on your mobile app game) then contact support and ask them to connect the accounts (give them both player ID numbers)
